Ingredients
3 lbs (1.35 kg) potatoes, peeled and quartered
1 onion, halved
3 cloves garlic
1 bay leaf
1 cup 10% cream or milk
1/3 cup butter
2/3 cup green onions, finely chopped
1/2 tsp salt
Pinch each ground nutmeg and pepper

Instructions
In saucepan of boiling salted water, cook potatoes, onion, garlic and bay leaf until potatoes are tender, about 18 min. Drain and return to pot; shake over low hear for 1 min to dry. Discard onion and bay leaf. Remove from heat; mash until smooth or press through food mill or ricer.
Meanwhile, in small saucepan, heat cream with butter over medium-low heat until hot. Stir into potatoes along with 1/2 cup of the green onions, salt, nutmeg and pepper. Serve sprinkled with remaining green onions.
